BSU recognized for excellence and global competitiveness at CHED-CAR’s Gawad Parangal during Flair Masterclass 2025


The second day of the Filipino Leaders in Advancing International Reputation (FLAIR) Masterclass: Upscaling Programs and Projects, Leveraging Internationalization and Futures Thinking (UPLIFT 2025) concluded on October 1, 2025, at Saint Louis University, Baguio City.

The Day 2 program centered on Strategic Positioning and Institutional Showcases, with sessions that focused on building a stronger foundation for internationalization, making impact visible, and sharing testimonials from HEIs that earned global rankings, highlighting their journeys, strategies, and practical tips.

One of the Major Highlights of the day was the “Gawad Parangal sa Pandaigdigang Kahusayan,” an awarding ceremony that honored higher education institutions in the Cordillera for their achievements in the World University Rankings.

Benguet State University was honored with a commendation for its international recognition for securing a place in the World University Ranking for Innovation (WURI) and in the 801–1000 bracket of the Times Higher Education (THE) Impact Rankings. This honor affirms BSU’s unwavering commitment to global competitiveness, bringing pride not only to the university but also to the Cordillera region.

These awards were made possible through BSU’s key programs and projects. The university’s rank in the Entrepreneurial Spirit category was thanks to the Bee Education Services (BeEs1) and Bee Entrepreneurship Services (BeEs2) of the Cordillera Regional Apiculture Center (Bsu Crac). Its recognition in the Funding for Sustainability category came from the 2023 sustainable income-generating entrepreneurial projects of the University Business Affairs Office (Bsu Uba). For the Infrastructure/Technology category, BSU’s high rank was due to its Landslide Susceptibility Analysis, Monitoring, Mapping, and Early Warning Systems, a research program in the Center for Geoinformatics – Benguet State University that assists communities in the Cordillera.

Faculty and Staff from the BSU, led by Dr. Roscinto Ian C. Lumbress, the Vice President for Research and Extension and Dr. Rex John G. Bawang, Director for International Relations Office, proudly received the award that recognized the university’s excellence and global competitiveness.

The two-day FLAIR Masterclass provided an opportunity to honor the achievements of higher education institutions and to strengthen camaraderie among leaders. The event will further contribute to advancing the region’s collective efforts in promoting internationalization and celebrating global excellence.

October 10, 2025This Information session on Japanese Language and Culture is one of the featured events of the International Month Celebration this October 2025. The session was held on October 10, onsite at the IRO Function Hall, with more than 60 participants, and was also streamed live via Zoom and Facebook for wider participation.

This session, in coordination with Ms. Reslyn G. Capuyan, IRO Coordinator of the College of Arts and Humanities, aimed to engage participants in learning more about Japan’s unique language and cultural traditions. The event featured international students from Tottori University, Japan, who shared their insights and experiences with the audience.

Ms. Yuki Takahashi presented about traditional Japanese clothing and attire, while Soma discussed common Japanese behaviors and greetings, popular Japanese food, and traditional tales. Around 60 participants joined onsite, with more tuning in online via Zoom and Facebook Live. The event provided an opportunity for an engaging discussion as students also shared their thoughts and expressed their interest in learning more about Japan. This also helped participants gain a deeper appreciation of Japan’s rich culture and everyday customs.

The session concluded with an open question-and-answer segment, where both onsite and online participants actively engaged with the speakers. The audience showed great enthusiasm and curiosity, making the event both informative and enjoyable.Through this activity, the university reaffirms its commitment to promoting global diversity and fostering cross-cultural understanding within the BSU community. By providing opportunities like these, BSU continues to promote awareness and appreciation of different cultures, strengthening its role as a globally engaged university.

October 1, 2025Benguet State University was among the higher education institutions that attended the first day of the two-day program, “Filipino Leaders in Advancing International Reputation, FLAIR Masterclass: Upscaling Programs and Projects, Leveraging Internationalization and Futures Thinking (UPLIFT 2025),” on September 30 at Saint Louis University, Baguio City.

Designed to strengthen the capacity of higher education institutions in the Cordillera, this year’s Masterclass focuses on international partnerships, quality assurance, visibility tools, and institutional positioning. Nineteen state universities and colleges across the region, along with representatives from the Commission on Higher Education, gathered for the two-day program.

The program of the first day was “Building the Foundation: Rankings, Quality, and Sustainability,” which featured four sessions that tackled the crafting of strategic internationalization plans, the use of data and storytelling in impact rankings and visibility tools, the building and sustaining of cross-border partnerships, and the pursuit of global standards with local impact through quality assurance initiatives.

BSU made a significant contribution to the discussions with the presentation of Dr. Rex John G. Bawang, Director of the International Relations Office, who shared the university’s journey of the Strategic Internationalization Plan 2021–2025. In his talk, he shared the plan’s development from its conception in 2018 to its eventual implementation in 2021. He also highlighted BSU’s internationalization journey, presenting the institution’s Internationalization Map that outlined planned milestones, actual accomplishments, and the challenges along the way. Dr. Bawang concluded his presentation by affirming BSU’s continuing commitment to internationalization, noting that the university is now preparing for the crafting of the SIP for 2026–2030.

BSU’s representatives were composed of Dr. Rex John G. Bawang, Racquel M. Fatog, and Jeric Raye T. Bayating from the International Relations Office; Jhordan T. Cuilan from the International Language Center; Marvin Valentin from the Office of the Vice President for Academic Affairs; and Florida Rosario, Reslyn Garcia, and Jake Galian, the international relations coordinators from CHET, CAH, and CA. Their participation showed the university’s shared commitment to promoting internationalization in higher education.

September 29, 2025September 25–28, 2025 🌟 Out of more than 300 applicants nationwide, only 50 educators were chosen. Dr. Kara S. Panolong, a faculty member of Benguet State University, College of Arts and Humanities, was one of them!

She proudly represented the university at the fully funded US Embassy’s Regional English Language Office (RELO) program, “The Educator’s Edge: Mastering Literacy, AI, and Critical Thought”, held in the breathtaking island of Mactan, Cebu. After the two-day training, participants are expected to share and disseminate the knowledge gained with their respective institutions and communities.

This endeavor is in line with BSU’s strong commitment to the Sustainable Development Goals, particularly SDG 4: Quality Education and SDG 17: Partnerships for the Goals 🌍✨

September 17, 2025On September 15-16, 2025, Benguet State University (BSU) had the honor of welcoming Ms. Chiaki Kawai and Mr. Takahiro Matsuzaki from the Kyushu Institute of Technology (Kyutech), Japan. The two-day visit formed part of ongoing efforts to explore opportunities for academic exchange and cultural collaboration between the institutions.

The visit provided a valuable opportunity to engage in dialogue, explore potential areas of partnership, and share best practices in higher education, administration, and research development.

On the first day, the delegates were warmly received by the Director of the BSU International Relations Office, Dr. Rex John G. Bawang. The initial meeting served as a venue to discuss the goals of both institutions and to outline the itinerary of activities. The guests also met Yuki Takahashi, one of the university’s international students from Japan, before proceeding to a campus tour with brief visits to the University Library, Marketing Center, University Canteen, University Clinic, University Museum, University Gym, the Office of Student Services, and the Guestel.

In the afternoon, they also had a brief stop at the Benguet Museum for an overview of the province’s rich cultural heritage. This was followed by a courtesy call with the Provincial Governor, Dr. Melchor D. Diclas. To conclude the day, a cultural welcome was hosted at the International Relations Office. The program opened with warm remarks from Dr. Rex John G. Bawang and featured a vibrant performance of cultural dances by the BSU Center for Culture and the Arts’ KONTAD Highland Cultural Dance Troupe.

The delegates were also warmly welcomed by University President, Dr. Kenneth A. Laruan, to whom they responded with expressions of gratitude and shared their hopes for a good relationship with BSU. The program also featured a presentation by IRO staff member Roldan Day-ong, followed by a presentation from ILC staff member Lory Jane Luban, together with international students Soma Yauchi and Yuki Takahashi. To officially end the program, closing remarks were delivered by Dr. Doreen I. Allasiw. The day then wrapped up with a delightful dinner shared with our guests.

The second day began with a visit to the Office of the President, followed by a tour of Valleywood led by ILC Director Jhordan T. Cuilan, CAH IRO Director Ms. Reslyn G. Capuyan, and ILC staff members Jessica Mariel Banking and Lory Jane Luban. Here, the delegates experienced one of the area’s tourist attractions and enjoyed a scenic view of the valley of La Trinidad, where the university is situated. The morning continued with a refreshing nature walk at Mount Costa, where the guests admired its beautiful landscapes. As part of the tour, the delegates were also shown areas such as the public market, supermarkets, and the hospital, which are places that their students may go should they come to study at BSU.

In the afternoon, the delegates observed classroom settings, providing them with valuable insights into BSU’s teaching methods and student engagement. The visit concluded with a dialogue session with ILC and IRO, which included an overview of the diverse programs of the International Language Center, along with discussions on how the IRO can support the preparation of future collaborations.

September 5, 2025Benguet State University (BSU) and Oklahoma State University (OSU) took the first step toward a potential international partnership during a virtual introductory meeting held on September 5, 2025. 🌍✨

The meeting was made possible with the support of Vice Consul Maria Tanya Gaurano of the Philippine Consulate General in Houston, whose efforts were key in bringing both universities together.

The virtual engagement brought together university representatives from both institutions. BSU was represented by Dr. Rex John G. Bawang, Director of the International Relations Office (IRO), and Dr. Doreen I. Allasiw, Deputy Director of IRO. OSU, meanwhile, was represented by Dr. Randy Kluver, Associate Provost and Dean of OSU Global, and Dr. Jeffrey Simpson, Assistant Dean and Director of Global Partnerships.

During the dialogue, both universities established initial connections and explored potential areas of collaboration in education, research, and extension. There was a shared sense of enthusiasm and optimism about the potential for a long-term and meaningful partnership.

This initial dialogue marks a promising start to what both universities hope will be a long-term and impactful partnership.

August 12, 2025August 9,2025 I Marked the 1st Inaugural class for Community Leaders Formation Program (CLFP) held at Benguet State University’s International Relation Office ( BSU-IRO). Betty Listino, chairperson of Pansigedan Advocacy Cooperative (PAC) and the CLFP lead convenor, welcomed the enrollees consisting of local community leaders and she focused on their roles in bringing the voices of the people to better help the local communities. The program included the presentation of all confirmed field school and school-on-air enrollees. Also, the representative of the different implementing partners such as Benguet State Univerty College of Social Sciences ( BSU-CSS) and College of Public Admistration (CPAG),  BBSI, University of the Philippines NSTP (UP NSTP), Department of Interior Local Government (DILG)- Cordillera Admistrative Region (CAR) and CSO desk and observers stated their declaration of commitment to the CLFP. With almost 50 attendees including enrolled learners, observers, partners, and volunteers took part in the program. Sessions already start in the afternoon and will run every other Saturday. Humphrey Fellows are chosen based on their professional accomplishments, demonstrated leadership potential, and commitment to public service. Following a rigorous selection process, which included thorough document evaluations and panel interviews, only two candidates were selected from nearly one hundred completed applications.

Dr. Esnara will represent Benguet State University in this international program, which emphasizes professional development and academic exchange.

July 29, 202529 July 2025 – Benguet State University (BSU) further expanded its global reach through a Memorandum of Understanding (MOU) signing ceremony with two Indonesian institutions, Universitas Muhammadiyah Jember and Universitas Negeri Surabaya. The partnerships aim to foster academic excellence, innovation, and global collaboration through joint initiatives in research, student and faculty development, and knowledge exchange.

The program opened with welcome messages from Dr. Rex John G. Bawang, Director of the BSU International Relations Office; Kristi Nuraini, M.Pd, Chairperson of the International Affairs and Partnership Office; and Asrori, S.S., M.Pd, Head of the International Office of Universitas Negeri Surabaya.

Key messages of support and commitment were delivered by Dr. Kenneth A. Laruan, President of Benguet State University; Dr. Hanafi, M.Pd, Rector of Universitas Muhammadiyah Jember; and Prof. Dr. Nurhasan, M.Kes, President of Universitas Negeri Surabaya.

Dr. Chester B. Esnara, Director of the BSU Bokod Campus and initiator of the partnership, facilitated the implementation of initial collaborative activities. These included virtual lectures, academic conferences, book reviews, and research publications in the fields of education, humanities, sciences, and agriculture.

The MOU documents were formally signed by the three university leaders and witnessed by representatives from each institution. The ceremony concluded with closing remarks from Dr. Janet P. Pablo, BSU Vice President for Academic Affairs.
