Employment Practice
Living Wage
Based on the Department of Labor and Employment (DOLE) Wage Order No. 23, the minimum daily wage for the Cordillera Administrative Region (CAR), where Benguet is located, is PhP 470.00. In compliance with national compensation standards, Benguet State University (BSU) implements the Salary Schedule for Civilian Government Personnel under National Budget Circular (NBC) No. 584, s. 2021, which was fully effected in 2023. For the year 2024, the lowest monthly salary paid by the University to a non-teaching employee amounted to PhP 15,530 (comprising PhP 13,530 basic pay plus PhP 2,000 Personnel Economic Relief Allowance [PERA]). Meanwhile, the lowest monthly salary for a teaching employee (Instructor I) was PhP 31,165 (comprising PhP 29,165 basic pay plus PhP 2,000 PERA). Both rates are above the regional minimum wage and higher than the 2023 estimated minimum living income requirement of PhP 13,873 for a family of five, as reported by the Philippine Statistics Authority (PSA).
Unions and Labor Rights
The University fully recognizes and upholds the right of public sector workers to self-organization and collective negotiation as part of its commitment to promoting decent work, fair labor practices, and participatory governance within the institution. In alignment with Article III, Section 8 and Article IX-B, Section 2(5) of the 1987 Philippine Constitution, and pursuant to Executive Order No. 180 dated June 1, 1987, as amended on September 28, 2004, Benguet State University (BSU) ensures that all employees enjoy freedom of association and the right to engage in collective bargaining with management. BSU maintains three officially recognized employee organizations that represent distinct sectors of the University workforce: the Benguet State University Non-Teaching Association (BSUNTA), the Benguet State University Government Employees Association (BSUGEA), and the BSU Faculty Club. These organizations serve as platforms for employees to collectively articulate their concerns, negotiate terms and conditions of employment, and participate in policy formulation affecting their welfare. The University engages with these associations through Collective Negotiation Agreements (CNAs), which outline mutually agreed-upon provisions on employee benefits, working conditions, and grievance procedures.
Discrimination Policy
The 2019 Amended Merit Selection Plan of Benguet State University explicitly states that there will be no discrimination in recruitment, selection, and appointment based on gender, sexual orientation, civil status, disability, religion, ethnicity, or political affiliation.
