SDG 4: QUALITY EDUCATION

In 2024, Benguet State University (BSU) reaffirmed its commitment to inclusive, equitable, and high-quality education through research, teacher training, and lifelong learning initiatives. The University’s programs, community partnerships, and extension activities contribute directly to the realization of Sustainable Development Goal 4 – Quality Education under the United Nations 2030 Agenda.
Research on Early Years and Lifelong Learning
BSU strengthened its education research ecosystem in 2024. The Annual Agency In-House Review (AAIHR 2024) featured 123 research papers across disciplines, including early childhood and teacher education. The College of Teacher Education (CTE) and BSU Open University advanced studies in early childhood development, pedagogy, and distance education. Faculty publications appeared in university journals such as the Mountain Journal of Science and Interdisciplinary Research (MJSIR), EDUKARE, and the Journal of Humanities and Language Education (JHLE). BSU recorded over a thousand citations in the last three years, reflecting active research engagement and growing scholarly visibility.
Proportion of Graduates with Teaching Qualification
Benguet State University (BSU) maintained its status as one of the top-performing teacher education institutions in the Philippines. In 2024, the College of Teacher Education achieved an impressive 93.94% passing rate in the Licensure Examination for Teachers (LET), producing 124 new licensed professional teachers. While the College of Teacher Education specifically trains students for elementary and secondary education, graduates from all other BSU programs are likewise qualified to teach in tertiary education, reflecting the university’s strong academic foundation and adherence to national standards for teaching qualifications.
Lifelong Learning and Community Engagement
Public Resources (Lifelong Learning)
BSU provided free and open access to educational resources for learners and community members through its demonstration farms, radio programs, and research dissemination activities.
- The BSU Demo Farm hosted 178 Grade 8 students from Saint Louis School, Inc. (March 18–21, 2024) for community-based learning in sustainable agriculture.
- The School-on-the-Air on Basic Beekeeping (February–May 2024) offered radio-based training in partnership with the Cordillera Regional Apiculture Center, serving 149 enrollees.
The University Student Research Congress (June 20, 2024) and the FUN-GUYS Research Training (November 5, 2024) were open events promoting science literacy and access to research-based learning for educators and students. These initiatives provided the public with access to university facilities, research outputs, and learning experiences that extend beyond formal enrolment.
Public Events
The university hosted public educational and capacity-building events throughout the year, drawing participants from schools, LGUs, and other institutions.
- BSU-La Trinidad organized extension engagements such as community tech-caravans, research congresses, and open workshops involving students, faculty, and external participants.
- The Buguias Campus conducted collaborative training with the PNP and BJMP and hosted seminars such as Leadership: Empowering Others and Empowering Self and Guiding Tomorrow’s Workforce, which were open to students and the community.
- The Bokod Campus facilitated public seminars such as Financial Literacy for Teachers and Fruit and Vegetable Carving Workshops, both accessible to non-BSU participants.
Vocational Training Events (Lifelong Learning)
BSU strengthened its role as a provider of practical, livelihood, and technical training for various sectors.
- BSU-Bokod Campus implemented Electrical Installation and Maintenance NC II Training, Avante Garde Fashion Crafting, and Business Planning Workshops, serving alumni, out-of-school youth, and community members.
- BSU-Buguias Campus organized hands-on workshops such as Table Skirting and Napkin Folding and Safe and Effective Use of Agricultural Chemicals, benefiting hundreds of students and local farmers.
- Water Safety and Rescue Training and Basic Life Support & CPR workshops equipped 300 participants with essential life-saving and emergency response skills.
Education Outreach Activities Beyond Campus
BSU expanded educational access beyond its campuses through outreach, community-based learning, and school collaborations.
- Projects such as KINAJHOAN and KHINAJOAN brought seminars on campus journalism, teaching innovation, and values formation to elementary and high schools in Bokod.
- The CALL PQRS Reading Intervention Program (March 15 & 22, 2024) targeted struggling readers at Klondykes Elementary School.
- Partnerships with DepEd SDO Baguio City and Kabayan LGU renewed collaborative programs for capacity-building and educational development.
- Agricultural students were deployed for field internships through the ATI-RTC-CAR network, reinforcing experiential learning and local agricultural extension.
Lifelong Learning Access Policy
All BSU lifelong learning programs are governed by an inclusive and equitable access policy ensuring participation regardless of gender, age, ethnicity, religion, disability, or socioeconomic status. This principle is institutionalized in BSU’s Extension Services Policy and Admission Policy (Acad. Action No. 42 s. 2023), which guarantee that educational and training opportunities are accessible to all. Through these policies, BSU’s community extension, skills training, and outreach programs remain open, participatory, and socially responsive.
Across all campuses, BSU conducted over 50 extension, training, and outreach activities in 2024, benefiting more than 3,000 students, teachers, and community members. These programs advanced SDG 4 (Quality Education) and SDG 1 (No Poverty) by promoting lifelong learning, employability, and inclusive community development through accessible education and public engagement.
Inclusive Access and First-Generation Learners
BSU continues to uphold policies promoting inclusive access to education regardless of gender, ethnicity, or social background. The University’s mission statement emphasizes equitable access, gender equality, and community empowerment. While no public statistics on first-generation students are currently available, BSU’s inclusive admission and scholarship programs provide opportunities for learners from marginalized communities.
